Import shifts from csv

Support adding shifts to a plan by uploading a csv (maybe ods) template.

Nice to have:

• pre-subscriptions (i.e. automatically add people to a shift). alternatively a subscription import? though I thing the former would be the better UX.
• relative dates (e.g. monday in 1 week)
