prevent race condition in nc update

in the update we chown /www to the correct user. however, if there is a php process still running, it is not yet in maintenance mode and can therefore create new files. these will have the wrong owner, and will cause the later "chown g+w config" to fail and the update to get stuck.

not a great fix, but the best I can think of....
