Force remove package python3-docutils to avoid conflicts

To update centos-8-minimal and/or to install qubes-core-agent-networking or qubes-core-agent-passwordless-root I had to force remove the python3-docutils. I think this problem will be solved in future releases of the qubes-core-agent. So this is more a workaround and maybe fits better in the readme
