It seems to break login

This reverts commit 3b61f3ce.

This does not work as expected

use the newest default skin

the setting is now wgPasswordPolicy and the upstream defaults seem ok.

* set the server when installing, otherwise it chooses localhost
* always use https it's 2023
* LocalSettings must not yet be present before installing
